This arrangement will take effect forthwith and last at least until 10 Nov 21 when the policy will be reviewed in accordance with the update situation.

A complete analysis of the data of socioeconomic and employment is needed in order to determine a what the reasonable level of minimum wage is. Then, maintaining large-scale of consultations which involveing different sectors and the evaluateion of the opinions of every stakeholder as well as the public are desirable (Chu, 2015).

4.2 Unambiguous legal framework and policy assessment

Chu (2015) suggested that the government should provide an unequivocal legal framework to the public, gaining acceptance from different sectors.
